So Julie is a 'right now' poster girl. She's a girl who only lives for the present moment. She doesn't think of the consequences, she doesn't believe in waiting for the tomorrow that may not come, the sun that may not rise. She believes 'nothing's forever'. So she takes what she has and acts right now. She'll shoplift and smoke and party because they feel good right now and she doesn't worry about anything that will happen as a result of that.
But since she believes the future is not important since there is no guarantee, she won't allow herself to get attached to the speaker who has fallen for her. He wants her to slow down and maybe commit to him and he's ready to give her everything.
