I interpreted this song as someone who "can't wait" to be with their soulmate... and hoping that there is such a thing.
The first line sounds hopeful and excited. The feeling she has "takes [her] back" to another time when she has felt similar.
The chorus seems like she feels she will meet him soon and doesnt want to be let down.. as in.. I hope that you make it to me.
In the second verse, she is imaging what it will be like to finally be with him. It reminds me of a movie scene where the camera spins around a kissing couple. To me, asking if it is safe is her way of making sure he is "the one."
The anticipation starts to make her worry that she won't meet the love of her life. "It's all that i want in the whole world, please be there"... she keeps hoping.
The last verse sounds like she is wondering all about him. She finally finds someone she thinks is the one but the other person isn't as in love as she is. She tells him she can believe enough for the both of them because she wants it so badly.
Finally, the different tense in.. "I hope that YOU'LL make it" shows that she has met someone and wants him to come around and realize that they were meant to be... but it is in desperation. The music tells us otherwise. I really like the contrasting ideas.
