It's a shortened form of "There but by the grace of God go I" which basically means that your life could go to hell at any given time. It's traditionally said in reference to the homeless, etc. In the context of the song, I'm thinking that "God" is the drugs (recreational or psychiatric) and if the drugs stop working, or if they're not available, everything goes to shit.
