I think this is just meant to give the feeling of a high-speed chase (for some reason, i get the image of it out on a deserted road) after a murder. There's most likely a second meaning, too, dealing with the love thing. Maybe the murder was a crime commited by a couple. Bonnie and Clyde? Thelm and Louise? Iunno. Still a great song. The insturmentals even give the feeling of the sirens in the background.
