I think this has got some references to "A Starry Night" by Van Gogh. Not quite a love song but trying to understand the artist at the time. "Underneath the swirling skies for all to see" obvisious reference to the giant moving skies in the painting. Maybe a love for the artists work? Van Gogh also did alot of self portraits "Where I could see your face" and a starry night was painted from memory while Van Gogh was in a mental institution.

Why do I think of The Starry Night by Vincent Van Gough when I listen to these lyrics. Well, Vincent was a painter who painted swirling clouds.
I don’t know if this painting was the inspiration for this song, maybe, maybe not but every time I listen I can’t help thinking of Vincent’s swirling brush strokes.
Regardless, a beautiful song, with beautiful lyrics and music sung with Norah’s great sensitivity.
