It's definitely about the end of the world due to a nuclear war. "Winter it will send;" duh! Nuclear winter. "Death of mother earth;" it takes 300 years (i think) for the radiation to drop to a non-deadly state. Nobody will survive underground long enough to rebuild, hence "never a rebirth."
