I think this song is about someone who always thought that they would be a better person when they got older. Now that they are older, they are not the person they thought they would be. Their regret about this is very apparent.
"so you run through the hallways/and you run through the doors/and it's gotten you nothing/back where you were before" - they try to escape from being this person they become but they always end up the same anyway.
"you've been waiting for someone who never ever came " - the "someone" is the person they hoped to be. Instead of trying to become this person, they simply waited for it to happen but obviously it didn't.
