i seem to remember older guys refering to their wives as a "ball and chain" or "battle-axe", though i think these pet names are used when the guys are poking fun at their spouses. i think the song is basically about getting past a fight with some one (chino's wife in this case) and being the first to forgive or forget. i think the narrator is playing the part of the peacemaker in the relationship by continuing to remind the significant other to "still believe" that things will eventually get better. somewhere in there though, there seems to be an underlying hint or vibe that the "fighting" or 'loss of faith in the relationship' happens quite often.
