I won't dispute that it's about Tom Petty as asserted by JAStewart, but I think the song can be applied in a broader sense. The frog is a rock star and the frog experiences the height of glory and fame, then sinks into oblivion and depression and dies from a drug overdose.

The part from "The show is over" to the end is the best.

The frog doesn't die. His brain exploding, and his eyes imploding, and all that ARE illustrations of a terrible drug overdose, but they are exaggerations, and the frog survives. When he gets well again "the band is there patiently waitin" and he is so inspired by the whole experience that he makes a "brand new sonic creation". Then he "starts to ribbit... he starts to kick it", meaning that he kicks his drug habit. As a newly awakened, sober, frog rock star with a new set of songs about his bad experiences with drugs and overcoming addiction he takes the stage again and hops all over that damn thing.
