Every surface of a song is a "story" or a mainproblem which is beeing told, but under that its a moral in every Bad Religion Song. Here, the Surface is that "heroin-problem" but the moral (actually moral isn't the right word I should say general problem) like nametaken said the human race and the never-ending bullcrap we're doing.

Yeah, the lyrics definately sound like it is about Brett's heroin problem. I agree it is not their best, but it isn't bad either.
