It's about someone who's discontented with his/her life (the city) but to get to where he/she wants to be they take some sort of gamble that could result in death, shown through a Frogger metaphor. Poor for BR in my opinion, kinda obvious that Hetson wrote it.

Why poor? I think it's Bad Religion all the way: a cheap, popular, modern, relevant and sarcastic/ironic metaphor. Or just: punk!

it sort of sounds like the guy in the song is trying to commit suicide, running between cars, trying to play a life size game of frogger "playing frogger with my life"
