Ok aside from the physical aspect of this, I think fran could mean... Underage, but in the emotional sense...

Like the girl you are dating it too immature and doesn't know how to respond to a relationship. She is emotionally young.

Fran says make sure she is "old enough" or make sure she can handle a relationship before "you blow your mind" or before you try to establish one with her... She might look like she's "old enough" or she might physically be like 18 but she acts like she is 12...
