this song is based on one of the many stories of tom waits' life. One night him and a friend were in a pub, when they left they saw 6 men beating up a 7th. They decided to help the man by taking on the 6 other men. what they didnt know was that the 6 men were off duty police officers that had decided to take the law into their own hands. due to this tom waits and his friend spent the night in jail. after being released tom sued the local police station and won his case.

@daseinsame - Thanks for that, I've checked these lyrics in several places and they all said "love" instead of "look", which doesn't make sense and didn't sound like what he said.
