I think the song is about someone who fits in with the crowd, but only because he fakes it. He has no real personality, nothing interesting. The lines "I have no church or philosophy. I've never known or told a joke in sin." and "I've never been to Spain nor to Germany. I'll never know my way around the city of Gorky." shows that he doesn't know stuff, he hasn't experienced stuff, he just kinda pretends. He's a "spy" because of this. He's an imposter in society. The smoke that it talks about, in my opinion, talks about a smokescreen. Smokescreens are used by the military to conceal troop/ship movements. They hide stuff, which is what he's trying to do. He hides behind smoke to hide his true, uninteresting self. I don't really know about the rest of the song. I'd assume it's about how he's in love, and finally he's admitting to his crush that he's been living a lie.
