"Cloud Nine" was Heroin! He saw no life worth leading and had seen nothing of value from his childhood. Heroin gave him that rush of absolute "perfection" and the total escape from all reality.
This is an upbeat song about the downbeat of ghetto life! It is a classic move to make the musical opposite of the lyrical in meanings. Many great hits are just exactly that, the opposite of the music!
Makes me think of another song about heroin addiction that very few people ever get and think is a love song, so they have it played at their wedding reception!
