aight check it out yo...the title is something about location...not sure what HO is but obviously VA is Virginia. The first verse starts out with Jay smokin up some kids in Maryland. He's willing to smoke em up even if they don't have enough money and he's got their backs if they're in a conflict because he feels like he indirectly raised them. the authorities and his haters wanna stop him from working his game and doing this, but he succeeds nonetheless. Verse 2: he talks about how he uses his star power to help other young blacks and how it angers his record label. Verse 3: this is about how drugs ruin lives and he wishes never for the listener to be involved with them. ok thats a fairly rough translation but i hope it helps.

HOVA is jay-z's other stage moniker for himself...her refers to him self as hova, short for jay-hova, like Jehovah.

Cold Crush = Cold Crush Crew/Cold Crush Brothers..the original Hip-Hop group of the 70s and early 80s. Obviously, they didn't reap the success of today's rappers, yet they were pioneers.

This song is about Jay z's experience as a drug dealer in his youth. Apparently he had made it up in status to the point that he could front drugs to lower level runners. He wants us to know that he has not forgotten where he came from despite all of his fame. He remembers the hard times, even while he negotiates his contract record deals.
I would have to know Jay z's feelings about raps early days. I think maybe he feels like the early pioneers where not given a fair shake by the early record labels. Secondly, he could be making an even grander political statement when he says "pay us like you owe us for all the years that you owe us" he could be talking about slavery and slavery reparations in the same way a country would pay war reparations. That was a controversial topic that came up during the time he wrote that song.
