Based upon the imagery in the video (flooding, power plants, pollution, cities), I see how this could be a continuation of the band's "scream for truth" movement, in which they oppose members of the Japanese government who lied to the citizenry about the level of danger from the Fukushima nuclear disaster. The 'left' and 'right' are probably actually the political parties, which Kyo seems equally hostile to.
Also "time of agitation" probably means "those chaotic times", so he's saying that despite the dirty lies of the powers that be when that stuff was going down, there is faint hope. But that's going by the translation, and awaku is a verb form of 'faint', so I'm wondering if the two clauses actually are one sentence of some sort. "The hope during those trouble times makes your dirty lies fade away?" As in, people become complacent because of positive energy in the wake of the disaster? This is really hard with languages you don't know very well ;)
