Sounds to me this is about society and our world, and possibly NWO content. How we've succumbed or been numbed to evil and it's all going down the toilet. When something bad happens we turn our heads, no more apparent in the line:

Like the bullet shell Whistle and then I'll hum Watch the good folks run

Basically watching good people being shot by military forces, then turning you're head and "whistle" and "hum" instead of standing up for the injustice that's happening.
