I think it's about a very attractive woman using her beauty to seduce men (horses). The strange voice could be interpreted as a look or gesture that completely disarms her prey. She then strings them along for pleasure (distant howls, floating around).
If you watch both videos you'll see the common thread of violent women using a horse as a tool for her actions.

Horses in mythology represent strength and the song centers around a female and how she tames her "horses", it could very well be her "feminine wiles" that she knows how to "tame" and how to "break", and the "distant voices" being her lingering memory she leaves with people she encounters.
Couldn't care less what the song is about. I made an account to say this song is amazing and the album is a modern classic.
The best lyricist are the one's who can write songs that have no one particular meaning, but can be interpreted a trillion different ways. Maynard James Keenan, Chino, Adrian Belew (King Crimson), and Jon Anderson (Yes) come to mind.

I think this song is awesome. Very visceral. Very raw. I can't believe there's only 1 comment. I don't have a take on what the lyrics "mean". I know what it means to me and that's enough i guess. Just had to say, I love this song.

Based on the lyrics and the overall tempo I would say this song is about riding a motorcycle and the voices that travel through the air are the sounds made by the bike. She breaks her horses (horsepower). She tames with her voices (exhaust sounds). They travel through the air (a bike is heard in the distance) .
