'Eighty six' refers to a loose term used sometimes in restaurants meaning 'to remove an item off the menu'. It likely has it origins to the Article 86 New York Liquor Code of the 40's wherein circumstances were described when alcohol was not to be served to a customer. This song deals with the ending of a complicated love affair. 86 Charlie removed himself as an available option on her love 'menu' likely due to it being a type of love triangle or extra-marrital affair. They both have had this discussion with each other before and knew the moment was inevitable when the relationship was finally going to be ended. She's not really angry or hurted. Nor is she disappointed. She is just depressed that she may never again refer to him again as her lover - He's not available to her anymore.

The song was originally by a man and is nothing to do with love and everything to do with a close friend who is removed from somebody's life because he keeps making poor choices for himself. I believe I read somewhere that it was about a friend who kept asking for money, likely to pay off gambling debts or something of that sort.

I'm new to this, I know this is useless and obvious. I'm not sure about the whole song, but by the end:

Eighty six Charlie, he came back, he came back (I am guessing that he left for some time while being unsure) Sat down at the table and for the last time (He will be leaving again, since it is 'for the last time') Said he's finally made up his mind (This line speaks for itself) He wonders if its not too late (He has spent a lot of time pondering something although I am not sure what) Because I'll never forget you (He has finally made up his mind and gone) I'll never forget you You make me so angry (She is angry that he left and went through with the other choice, whatever it may be.) I'll never forget you.

I feel like this has to do with intimate relations. He wanted her to make an exception, he wanted to be the exception. Maybe she didn't plan on sleeping with a man until she was married, and she would not make an exception for him so he gradually became more frustrated with the relationship.

"Said he'd been thinking it over Said he's had a change of heart"

This is probably when he started doubting the relationship, that it wouldn't work if he would have to wait. Maybe the change of heart was his feelings towards her, as she would not give him what he wanted his anger overpowered his feelings of love for her.

"Said he's finally made up his mind He wonders if it's not too late"

So he made up his mind to end the relationship, and hopes that it's not to late for each of them to go their separate ways. He isn't willing to wait for her, and she must have gotten so angry that he would leave her for such a dumb reason. Angry that he "removed himself as an available option on her love menu," (thank you for clarifying the meaning of "Eighty-Six" JacquesKoningon) simply because she wouldn't sleep with him.

At least, that's what I think.

I've got quite a different interpretation than it seems others have taken here. First, she uses third person to describe Eighty-Six Charlie. This suggests that she is not speaking to Charlie. Charlie "Asked me to make an exception." To me, I think Charlie is asking her to come back to him even though he cheated on or did something wrong to her, maybe just dumped (eighty-sixed) her. Charlie asks her "if it's not too late," to take him back.

The part where I vary from others is this. I think she's speaking to her current love interest. She says "I'll never forget you," to tell that person that she is going to go back to Charlie. The part that convinces me that this is the case is when she says to this person "You make things so easy." She couldn't be saying that to Charlie. He surely doesn't make things easy, but that insecurity has probably increased her passion for Charlie and that stability probably reduced her passion for the current relationship. She will never forget because she's finally been treated right, but she is going to go back to Charlie anyhow. She ends with "It's not too late because..." That isn't Charlie's request but her response.
