My interpretation of the song, espescially in the beginning, is that he wants to build a skyscraper, so he can be on top of the world. But when others want to be on top with him, he'll tear the skyscrapers down, so only he is the best.
For the part: "I know why you tore it down." He's telling his friend, that he tore it down, because he thought if people saw you, they would leave, and not like you.
i don't get the "When madness reigned" verse, although it's my favorite sounding verse of the song.

The song is a Bad Religion cover and is about the story of the tower of Babel. The story is about a group of people who come together to make a tower to heaven so they could be closer to god. God, in order to prevent them from succeeding, made them all speak different languages so they couldn't communicate with one another.
