I read this song in two ways, either:
-Child-on-child ullying ("I won't let you down" a reference to hanging someone from, eg, a basketball hoop or fence from their underwear)
-An abuse of a child, by an adult ("I won't let you down" being a quote from that adult, in the sense of "you can trust me - I'll never let you down")
I think this is about a child who has experienced the effects of sexual abuse by an authority figure (teacher, parent, clergy, principal, etc).
The narrator sees another child getting abused, and approaches and tells the kid about the same thing happening to him. They then decide, together, to turn the perpetrator in. Instead they are rebuffed, probably because of the person's power. At that point, they decide to take matters into their own hands, so that no other children are molested.
