I don't find much meaning in those lyrics, it seems to speak about those who can not see clear enough to make the right choices, this implying that consequences will include greater loss. but if you take that kind of perspective about someone who's lost, overwhelmed and making bas choices.. to can not really speak about a "decision", it's not about that, but more about weakness not allowing to do right, and to only make guesses and take shots. decision isn't the best word to my opinion. I don't think he's blaming Layne either here. anyway..
