I think its about getting old; The month "April" represents spring and the prime of her life, she wasn't prepared for it (wore inappropriate clothing) and now, it's over. If you think about it in the context of the song it makes sense. At the end she's looking back, missing being young.
I've always thought this song was about getting older and not being ready for it. April (youth) has come and gone without the singer realizing it.

Perhaps both? Sadness and getting older. That being said, I've never thought of this as a sad song. I find it quite uplifting.

And at the end, when she says "I dream..." She sings in her normal voice-in her dreams she is still the same person she has always been.
Yeah the idea that it's about April the month rather than a girl makes a lot of sense...
my favorite from the new album. i always thought of her as referring to the month rather than a person. and i immediately thought of the line "april is the cruellest month" from TS Eliot's "The Waste Land" when i first heard it, which goes along with the feeling about april here...
