i think this is basically a guy that was totally in love with this girl who randomly packed up and moved to west coast leaving him here in the east. he thought he was over her but he realizes hes not.
"I'm sure you'll come to find the love we had was blind" meaning he didnt realize what he had til it was gone.
and he remembers that she said that they would see eachother again in december in steel city, (pittsburgh)

So therefore, when he says "Steel City, you'll always be a part of me" he's probably referring to the fact that this girl most likely left him in Pittsburgh, and he'll always remember that.
