They played like Green Day because they wanted to send a message to them, or so I think, because I think the song it's about how critics/fans/people in general acts towards Green Day and The Offspring, and a whole generation of bands.
I will give some impressions:

This is talking about disband rumours. Let's remember The Offspring was believed to released their 7th album (Splinter) and disband, luckily they continued. Idk much about Green Day situation, but maybe it's similar. It's all inside our (press/fans) heads.

Maybe some conversation about how the bands are now controlled by contacts and so. Let's remember The Offspring had to release Splinter mainly because of the "4 albums in 10 years" contract. Idk if now they're "free" about releasing albums when they want, but it seems Green Day "lost control" after American Idiot success and must rush things.
About the Rise and Fall, is how about both bands are now, IMHO, Conspiracy was a big fall, Splinter a bit of a Rise, Greatest Hits a little fall, and they hope this new album is a Rise again.

I think this is how the Records Companies are treating bands nowadays.

Well. It's a good album. Strong lyrics, but the musical content it's not so good in some song. It's 7/10 to me, but way better than Conspiracy, and without "crappy songs" as Splinter had.

This song, like "American Idiot" sounds like "Doublewhiskeycokenoice" by Dilinger Four.

Compare this to "American Idiot", and I wouldn't argue, except for the fact that it's a different band, a different perspective, and a different attitude.
Maybe it's about somebody falling apart, while their ex-lover, or soon-to-be ex-lover, watches them wilt away with the perspective of sheer joy, thus the author chooses to leave the subject, resulting in the author feeling better about themself as a result. Getting ahead while the "getting is good".
Or maybe, just maybe, it could also be the opposite.
Somebody so insecure in the possibility that they fucked it all up, they have no choice but to project the blame on the innocent party. All the while, they feel clean and unscathed thanks to their ability to pass the blame. "I'm out of this situation smelling like daisies!!" "You aren't who I thought you were!"
Either way, it's fucked, and it's typical.

It's about watching someone else falling apart, but I wouldn't say the author feels better about themselves, more they don't care anymore. I think the author has put up with so much from the other party, and now that their falling apart, they just say ''fuck you, it serves you right''
I think it sounds like american idiot for the reason that this song is about Green Day.
