I don't really listen to Jay-Z, or mainstream rap in general, this song addresses exactly why I don't listen to the crap. Ice Cube and Scarface should be ashamed.
If you don't understand concepts like irony or the use of satire then this song will not make sense to you. The song is tribute to the conflicting dichotomy in rap music. The hook is saying basically: these are the only words that seemed to get responses so let's bundle them up nicely for you. Read the title and then the intro and you'll understand the message better.

This song is about gangster rap, yes, but I'm surprised no one has pointed out another layer given the whole Beanie Siegel fall out last year. Beans clearly shoots at Jigga in a referenced verse that Jigga cuts in on all the sudden with actually kind of bad mixing and starts talking about how Beans is being selfish talking about other earlier references that Jigga shot towards Beanie and the rest of the Rocafella cats that he shed from his crew.

Jay Z's referencing being misunderstood. People are either saying saying he's too mainstream or too "gangster" in the medeia- when really they're ALL missing his message(s). His flow is so intelligent that it confuses most. Some making far fetched leaps in judgement.

This addresses the masses who call him "gangster" and ignorant. He's blatantly making a point. Actors taking degrading roles in movies & reality starlets crotchshots in tabloids & gossip sites -are more acceptable than him taking a pen & paper and telling a similar tale set to a beat.
The Imus reference is how the media shifted the blame from his racially insensitive comment and blaming rappers (i.e Jay Z) for their use of similar terms. Quick to blame without fully seeing the real picture. The simple fact one uses the term "gangster rap" makes one SO out of the loop and very misinformed. "Gangster rap"- HA!
