Not sure what the bands personal song meaning is but to me it's rather political! Fab, fab song, love it.
It means, well, "The lunatics took over the Asylum!" As in the Destructive Fools took over our security home.
The trick is it could be viewed in different ways. At first, I thought of monarchy, then I thought of The Mainstream vs. The Underground. Then i thought of some other stuff.
So after whatever just happened, the natives or whatever victim is overpowered or just afraid to speak out, LOUDLY!
It means, well, "The lunatics took over the Asylum!" As in the Destructive Fools took over our security home.

It's quite obvious this song is referring to politics in the US.
"No nuclear the cowboy told us " is obviously referring to President Bush. The whole take away my right to choose if referring to legalizing abortion. And the right to speak well, I don't see how that's been taken away. But this is obviously some big political commentary on the Conservative congress (now it's very liberal) and government at the time this song was written.
Just thought I'd add that this is a cover of a song written in 1981 by a band called Three Boy Three.

Fun Boy Three were refering to Ronald Reagan with the line "No nuclear the cowboy told us". As pretty much everyone saw Reagan as a cowboy with the way he handled things.
The lyrics are wrong. The second verse is a pun:
"Go nuclear, the cowboy told us, and who am I to disagree. 'Cause when the madman throws the switch, the nuclear will go for me."
