The song lyrics were written by the band Van Halen, as they were asked to write a song for the 1979 movie "Over the Edge" starring Matt Dillon. The movie (and the lyrics, although more obliquely) are about bored, rebellious youth with nothing better to do than get into trouble. If you see the movie, these lyrics will make more sense. It's a great movie if you grew up in the 70s/80s you'll definitely remember some of these characters from your own life. Fun fact, after writing the song, Van Halen decided not to let the movie use it.

In regards to the meaning of this song:
Before a live performance on the EP Five Stories Falling, Geoff states “It’s about the last time I went to visit my grandmother in Columbus, and I saw that she was dying and it was the last time I was going to see her. It is about realizing how young you are, but how quickly you can go.”
That’s the thing about Geoff and his sublime poetry, you think it’s about one thing, but really it’s about something entirely different. But the lyrics are still universal and omnipresent, ubiquitous, even. So relatable. That’s one thing I love about this band. I also love their live performances, raw energy and Geoff’s beautiful, imperfectly perfect vocals. His voice soothes my aching soul.

anyway even though this song is called 'frozen' i think it sounds pretty hot as in a scorching desert cos it has some eastern-style music clunking around in the background, especially when the chorus comes on and it makes me think of boiling sands and sun it's a very complex song there's like 10 different layers to it i love it
it's really hard to try and decipher what the lyrics mean; especially because the song is sung in one whole looong sentence...

Here's how I interpret it.
When there's something we need to tell someone, we freeze up, and try to think of the right words to say. Our brains work like machines, and we search them to find the right words. We don't want to screw it up; we just want to make our intentions clear.
Hell, this might only explain half of it, if any...but it's all I can make sense of. I really love how deep Collide's lyrics are.
The whole album is supposed to be about going after the unattainable. I imagine this song is about not knowing how to react to someone. Although, it kind of reminds me of Peter Schilling's "Major Tom (Coming Home)", and David Bowie's "Space Oddity" as someone having the belief they're not escaping the death-trap in space.
It’s as if God were experiencing an existential crisis.
