i am taking a leap of faith with this one...it is defintely coded in metaphors but the most simplest explaination I can give is one of the innocence and guilt in youth. Children with their "tiny voices and fingers" can be so brutal and angelic at the same time....She is celebrating this beauty, children's absent mindedness that so many of us wish we had, they just live for the moment.

i think this song is about a couple's break up, sending the children outside when everything comes apart. the contrast is between the kids' innocence and the couple's pain. the singer can see the children's hopes for reconciliation, but it's over. all that's left is for innocence to fade and "to sing a brutal song."
