its about the sin of omission. The person who does nothing IS at fault because they are guilty by omission. How doing nothing to help is not a reliable defence.. its a bullshit excuse for doing eff all.
To me this song is about people who watch bad things happen but do nothing to stop it or change fate.
If you saw someone drowning what would you do? Throw them a lifesaver? Jump in and save them? Or watch the bubbles slowly fade away?

To me, it means you're watching terrible things happen but choose to lay low about them.
I watched a few videos of them playing this live and the singer said it is about people who do "nothing". I think it is pretty obvious that the song is about what all of you say. My explanation is that it is about people who look the other way when bad things happen. People who don't act on what they believe is right.
