i really like that part. its just some guy who is laying by his phone, hoping the girl he is in love with (tho they are just starting to get "close") will call, and randomly picking up the phone when he thinks he hears the phone ringing. but after a whole night of this he eventually falls asleep, leaving his dreams to take over his thoughts of this girl.
I think this song is about him saying "I like you" and the girl did not respond as quickly as he would have like. So, he can't sleep, and he is worried because this could ruin everything. Then in the end, she realizes that she feels the same way (that they are getting closer).

i agree with marliegirlie exept not the "physical" part thats just things they used to do and now he doesnt feel the same way about doin those anymore
and the dial tone part i think its being hung up on cuz everyone knows noone can call when theres still a dial tone youd have to be linked to a person and if you have caller id it'll beep in so yeahh
