First off, this is one of my favorite songs by Kate. It's just so incredibly haunting.
Second, to me, it seems that she is writing/singing of a boy that she sees, and often. But she doesn't know him how she would like to; she's asking him permission to get to know him. We've all done it before, where we like someone so much from afar, but don't have the courage to say anything to the person's face.
To me it seems like she knows a man she hasn't met yet. Somehow they are connected and she feels this connection through the stars, the wind and emotions which are linked to him. She's intrigued by this and wants to understand why she knows him so well even though they've never met.
The last line says it all: please show me how I know you.
