I think Billie is talking about depression and how even though it can hit her from time to time ("every time I come here...etc"), it doesn't cause her heartache ("that down don't worry me"). Instead, her blues was caused by the absence of her lover.
I've been listening to this song all day, and it feels like no other song can match the blues that's been catching me today. I feel you, Billie, I really do.
