Basically that it shows he's doing drugs and it will always take a litt bit extra to feel the exact same sensation he felt the first time he did the drugs?

I don't think it's about drugs at all.
It's about telling someone lonely after a bad breakup that left them 'broken up and bruised' and pessimistic about ever finding that special person, that it could still happen, and that person could be anyone - maybe someone you already know or have met - but that you will have to give a 'little less than all you've got' in order to make it happen.
