Don't tell." for example; She (or he) is in despair because of the way the abuse makes them feel, or has made them feel, but the entire their abuser tells them not to tell. And the whole "You feel good. You feel right." lyric pieces could be their abuser telling them how good they feel and trying to justify what he or she is doing to the abused person. And the "Tears just started over you but I'm not over you." is, in my opinion, the protagonist speaking about how they can't get over what has happened to them. That's just my interpretation...

i think I figured it out! It's about sadomasochism.
Just dropped by to say hello, AND hey, I don't see much of a sexual abuse here. Most of the music from Goldfrapp creates this sexual and obscure athmosphere which is a turn on for a good 99% of women (men too, but for women the effect is stronger I'd say). Tiptoe and tears and blah blah could be interpreted as a BDSM subplot, or just... ehm... sex. The good-kind-of or not, depending on your tastes, but please don't spot out sexual abuse because that's way too easy. That "tiptoe over me" sounds like a lustful and heartfelt invitation. And hard to reject.
This has to be one of me favorite songs to everything about it is amazing especially the parts where you can really understand what she saying.
