This song is so delightfully tongue-in-cheek. They are all the things that you want to do to the person you're seeing, but will never ever actually tell them. Kind of like that scene in "Atonement."
This is about a (fictional?) woman that Prince meets, whose car has a flat tire. He wonders where she was going - to the movie show? A restaurant? He suggests she just sit in her car, while he jacks up her car and changes the tire for her. Then he suggests that afterwards, they can go on a date - perhaps to the aforementioned movie show. And if not that very night, then perhaps later she can borrower her mother's fancy Cadillac, and he will even help her get it running. Finally, he even offers to let her drive HIS car, and he will let her jack his car up and rotate his tires. What a nice guy.
