This song is referring to the character from the Peter Milligan novel "Skin" who is an early 70's skinhead with phocomelia, a birth defect cause by use of a certain sleeping pill used in the 70's, which caused him to have no arms and other mutations. At the end of the book martin goes into the companys building that manufactured the drug and slaughters the CEO.
