Well, I think actually it's the girl saying to herself the whole 'you really need to settle down' thing. I think she's a wreck because of the break up, but she knows that he doesn't love her anymore (he was moving on while she was trying to pass the time). The girl still likes the guy, but she knows the only way that she'll be able to keep moving on with her life is to settle down and forget his lies.
At least that's how I take it. =]

What does that mean?? Why would she say that if she was trying to let him know that she still wanted him?

and yes, i def. think this song is about a 'perfect relationship' but it's been slowly pulling apart and the guy is a jerk, but the girl is just trying to hold on to the pieces. so the lyrics are telling the girl to just "let it go" and maybe the guy is constantly pulling the girl back into love with him, hence the "forget his lies" and "just say it's done, and be gone". kinda like a band-aid- rip it off quickly. less painful in a sense.
