It's about their former bassist, Nick Oliveri. His exit from the band was based on personal reasons, and Josh was very broken up about having to kick him out as they'd been playing together since before Kyuss formed. The title is a reference to Nick's punk rock musical leanings.
Sorry I don't have a link, but I remember reading an interview with Josh where he said he was in a really dark place while they were writing/recording this album because of the falling out with Nick. He said that the mood of most of the songs reflected this. It doesn't seem surprising that one of the songs on the album addresses Nick's parting directly.
I have to agree with this opinion. Some have mentioned a soured relationship & a self-destructive person. If you know why Oliveri was kicked out & the situation he got himself into post-QOTSA, it becomes crystal clear.

I think it's about being with a self destructive person, that hurts those around them more than themself.
'About the Brody controversy'? What a joke.
It's about Josh's relationship with Nick, and kicking him out of the band despite their longtime friendship. Nick's destructive and excessive habits tore them apart and was hurting the band. So he got booted.
The Nick-thing is absolutely possible. It would certainly be a thing to write a song about, and I don't know any other song that fits into the Nick-story.
But the "I could keep you all for my self"-part seems so.. love-ish. But at the same time. Nick is good, and I think Josh want to love him, when he behaves the way he does it's impossible.
In the last chorus the second time round, it says "So kill yourself"
It's about the brody "controversy" from a while back with plaid being used as a metaphor for "punk".
According to their live cd this is the anti cocksmoker song. My best guess at what is about is two people in a destructive relationship, and they know its hurting them but they dont want to stop.

This song is about a killer. He/She has shot several people "Your Impeccable aim, Can really clear a room" and Josh is advising her to kill herself in the end "you got to be free to kill yourself"
