i think this song is about war... not rain water, ran bullets or bombs.. think of it like that and everything makes sence

I think its about a relationship and how he tried to make it work, but how its all fallen apart. At the first he doesn't know or see it falling apart and wants to stay in it:
"Coudln't see that I had guessed, Couldn't see, couldn't stay away"
Then he talks about how his relationship was empty, but he stayed in it thinking it would improve, even though he doesn't realise it. Because of this, he's stuck in the relationship.
"Nothing here but nothing less Cold heart stuck in this Couldn't say the kindest words we knew"
Then it goes on to say how he had to give it up as it wasn't working for him:
"Didn't even stopped to see that That it was breaking me and the world is coming out so cold"
The ending line is talking about how he feels now that its all stripped away. Now the relationship has ended, its like its started raining again.
this is my favourite song from moby since 'porcelain' and 'bodyrock'. this is definitely moby at his best. the chorus is as good as a chorus gets... uplifting and inspiring

I agree with mralchemist to a certain extent...but the main thing I believe in differently is that the guy in the song KNOWS the relation is going down the crapper so to speak:
"Never know but nothing less Couldn't see that I had guessed Couldn't see, couldn't stay away"
the 1st verse to me means that the girl has problems with the relationship (doesn't know what she wants, but wants nothing less than a perfect relationship), and the guy is guessing what's wrong and giving her all the signs, but she doesn't see them
Therefore, with this interpretation, it is essential to the meaning that she is dragging the guy into the rain (aka sadness of the relationship), and even though they both want to get through by "lighting up the car lights", they're still stuck in the rain. It is also evident that he wants the relationship to work when he says:
"Didn't even stopped to see that That it was breaking me and the world is coming out so cold"
He keeps on truckin', but since he's being dragged into the rain, and it's effecting him.
The title also implies that this has happened either in this relationship or another since it is raining AGAIN

to me, this is one of the weaker songs on HOTEL; that speaks for this album, good song though
