I always thought this song was about drugs. I think it means that no matter who you are or what you have, people are united in their need for 'sweets'.
'Some people go up and others they go down' is obviously uppers/downers/things that really mess you up.
It seems to be about drugs and addiction "everywhere I ever go and everyone i meet, oh lord i need my sweets" I that sums it up really.
Thank god they released it as a b-side for Cant Stand Me Now :D
