Its a break up song, that's clear. The best part of the song is the sarcasm. The narrator is clearly sad about it, as is clear from the tune and the general feel of the song. But he is trying to put up a brave face. He says how much he missed being with his ex, while seemingly on the surface his words are happy. The pain with which 'whoop de doo' is said is really touching.
