The man in this song, I believe, has been in too many relationships. He's been in love many times and each time he believes that he has found his true love only to end with a broken heart. Now he has met a new 'flame' and he has realized that though she may not be like any of his old girlfriends the relationship will most likely end in heartache. She keeps making moves on him, but he pushes her away because he is afraid of another broken heart
He realizes that he isn't the only one who can't find their true love. ( "And I found out That we're all breaking hearts That we're all broken hearts") And he expresses his wish that everyone could find that one person whom they could love forever. But he knows that not many are willing to work that hard and most are filled with lust and greed which keeps them from true love("We can't mislead to make things right") and that we are detined to be alone or unhappy if we do end up with someone
