My interpretation is it's about two people that are not available to each other, but their forbidden love and attraction is intense. So much so, the other wonders if s/he is feeling the same way, but can't or won't ask. There are the emotions of what could be or should be, and perhaps, one day they will connect when they're both free from their current relationships. The lyrics are also dreaming/fantasizing about what it would be like between the two of them.

Hall & Oates' lyrics "where do you dare me to draw the line" implies that they're tempted, but don't know how far to push it because then it's a full-on affair, either physically and/or emotionally.

I think he has strong feelings for a woman that is not currently single and he may not be currently either, and he wonders if she may or may not return his affections. He is day dreaming of what their life could be together and it sounds like perhaps they have had a tryst or an affair.

I don't much like the video; it kinda makes Mick look sleazy... but I know the song sounds groovy over the loudspeaker at work, past the drone of supermarket noise. (How sad is that? Not really a song 'meaning'; apologies.)
