I think this song is about someone who never took a chance in life and let people push him around. He never "opened his eyes" and thus just lived a boring life, a cog in a cold, lifeless machine. All his dreams just died out and he's living such a routine life that tomorrow just feels like yesterday.
It's deeper than that, and plus this song is speaking to more than one person. I think it's about a wasted vision, apathy in a large sense. The writer sees this wasted chance at pursuing this vision (or truth) but at the same time wonders if anybody even knows where this missed opportunity has taken humanity.
Bleh, I change my mind. I get the feeling that this song references the material on Dreaming Neon Black. I think this is about Warrel's girlfriend.
Whenever I listen to this song, I feel like it's about social progress being sacrificed in the name of religion. It's tragic, really.
In an interview, jeff said that this song is about regretful for things you did. He said: it's something like when you sleep with someone else (that isn't your wife), and on the next day you feel guilty. But you can't change what is done anymore.

I seem to recall reading an interview around the time of teh album's release, Warrel Dane saying people thought it was about Kurt Cobain, but it was more inspired by the death of Layne Staley. Personally, it reminds me of a poem we read in high school, can't think of the poet's name, but it was about a man named George Gray who never took a risk or had an adventure in his life and died regretting it.
