to me this seems to say that at the time billy is worried, or confused, or sad about a certain thing, or many at once. and he basically wishes that he didnt feel at all so he wouldn't have anything to worry about. and interpretation is that he wishes that he could erase an experience(s) and go back to where he was, or start off from scratch.
