It's about Quebec wanting to secede from Canada. "You" is Qeubec and "I" is Canada.
It could be about Quebec and Canada, but it's generally about anyone who doesn't want someone else to leave, because they are afraid that they will stay away forever and never see them again.
However, they understand how much pain they are causing, but the thought of letting go is too unbearable for them.
However, the part about the effigy burning does sound a lot like a country which wants to separate from another country. Haven't heard of a relationship where someone burns another effigy of someone else. That would be..... weird. Another thing which is weird is the world weird. Shouldn't it be spelt wierd, on account of "i" before "e" except after "c"?

This song is definitely about the 1995 referendum on whether Québec should leave Canada. This album came out the year before, when public discussion was heating up about the province's future. The line "our home and native land" is from Canada's national anthem, which would be a weird line to cite if this was just a love song. Likewise, the lines "now we air our laundry on national TV" and "that effigy you're lighting" show the song's social/political nature. What kind of love song would use that imagery?
This song is absolutely beautiful. It reminds me of that one person in everyone's life who you always want and need to be there, whether you want to admit it or not. I especially like the verse aout the effigy, it's classic, quirky BNL.

i think it has a vague resemblance to a relationship between the singer who is famous and a none famous partner. the singer knows the girl is right for him but is too caught up in the fame thing
A sad song about a couple that is breaking up. She can't stand certain things about him and needs to be on her own, find her own identity. She is angry and "burning him in effigy" (although it seems that she doesn't admit that she's doing so). He can't stand the fighting but can't imagine them acutally breaking up. In the chorus he clings to the hope that she will always be there in the end. And in the end, he is begging her not to leave.
She is leaving him because she needs space, her own life. She needs to figure things out on her own.

The infamous "I just really need to be by myself right now." line that women give. She is telling him that she doesn't want to be with anyone, it isn't just him. She probably has told him that maybe, sometime down the line, they'll get back together again when she has figured things out.
He's afraid that if he lets her go, she'll never come back. He puts on a brave face: "I don't care if you'll be waiting" in an attempt to support her decision. But, he will be secretly devastated when she goes.
It is sad.
