I think that this is about a real strong crush she has on someone who doesn't even know she has a crush on them,and i think she's saying that if she can't love this person then she don't want to love them or be thinking about them,and if they don't want her she don't want them to want her,because she doesn't know what to do,but even though she feels that way she still keeps watching them.Just my interpretation.
