Silicon is an element used in electrical components. "Opiates of silicon" is a reference to the pacifying effects of these silicon containing products. Like opium, modern technology allows people to live in blissful ignorance while making them more susceptible to subjugation.

opiates of silicon means that the government wants us to worry about getting a boob job or something so that they can keep being corrupt, imperialistic, spy on their citizens, or whatever.
